The Public Entity Universal Hall, as applicant for the project “European Capital of Culture 2028” for the City of Skopje as European Capital of Culture 2028, invites all national and international experts, national and international non-governmental organizations (NGOs) to express their interest in applying for founders of the Skopje2028 Association for the implementation of the “European Capital of Culture 2028” project (hereinafter: Skopje ECOC 2028).
The subject of this call is the expression of interest for founders of the Association for the support and implementation of the “Skopje ECOC 2028” project.
This Call for expressions of interest is seeking the following:
- 2 (two) non-governmental organizations experienced in the field of culture, of which one is national and one is from the European Union, as well as
- 2 (two) experts, one national and one from the European Union.
About the Project
The city of Skopje has been designated as European Capital of Culture for 2028, a prestigious title awarded by the European Union to celebrate and promote the richness and diversity of cultures in Europe, which aims to generate significant cultural, social and economic benefits, to encourage urban regeneration, transform the city, unite culture, give a European dimension and long-term benefit and improve the City’s status at the international level as well.
- Conditions for participation
Application for participation under this Call can be submitted by all interested natural persons and non-governmental organizations from the Republic of North Macedonia and from the European Union with:
- Demonstrated expertise in relevant areas of culture (art, heritage, urban development, international cooperation, etc.), candidates with expertise in projects from the European Capital of Culture will be preferred.
- Previous experience in project management in the field of culture or cultural initiatives.
- Commitment to the goals and values of the Skopje ECOC 2028 project.
- Ability to collaborate effectively in a multicultural and multidisciplinary environment.
- NGOs should be officially registered in RNM or in one of the EU member states and have a record/portfolio with relevant projects in the field of culture (art, heritage, urban development and international cooperation, etc.).
- Application documents
Interested natural persons-experts in the field of culture should submit the following documents:
- Letter of interest no longer than 1000 words with their contributions they can make to the project.
- A detailed summary of their expertise (CV) in the field of culture and a brief overview of their relevant experience (portfolio).
- А certificate of knowledge of the English language
Interested non-governmental organizations in the field of culture should submit the following documents:
- Letter of interest no longer than 1000 words with contributions they can make to the project.
- A detailed summary of their relevant experience in the field of culture (portfolio),
- Registration document. The NGO must be registered at least 5 years before the deadline for this call.
- Evidence for the representative of the NGO of having a certificate of knowledge of the English language
Applicants from the Republic of North Macedonia should submit the documents in Macedonian and English.
EU applicants should submit documents in English.

- Obligations of founders
The founders of the Association would contribute with their expertise and actively engage in activities related to culture, with an emphasis on the slogan of the project “Culture over division” – cultural heritage, digital culture, marginalized groups, environmental issues, inclusion, cultural education, creative and cultural industries, European dimension, international cooperation, long-term benefit, PR and marketing strategy, audit, evaluation, monitoring and more.

- Selection methodology
In order to evaluate applications from this call, a committee was formed by PE Universal Hall. Applications that are complete, timely and meet the criteria according to this call will be evaluated by the committee, and further notified if accepted.
The committee will not consider applications submitted after the deadline, and applications that do not meet the criteria of the call, and they will be rejected as unsatisfactory.
